The IRC has worked in Liberia since 1996 and is one of the largest humanitarian actors in the country. The IRC Liberia currently operates health programs in Montserrado, Bong, Lofa, and Nimba counties. We have a varied portfolio in health, and women's protection and empowerment.

PROGRAM DESCRIPTION

The IRC has received an award from GIZ to implement the Supporting Referrals and Community Linkages with the Integrated Severe Infections Treatment Unit (InSITU) program over a period of nine months through April 2020. Through the InSITU program, the IRC will support the Ministry of Health (MOH), the Montserrado County Health Team (MCHT), and the National Public Health Institute of Liberia (NPHIL) to update and expand the current disease surveillance system and encourage community engagement and reporting of Integrated Disease Surveillance and Response (IDSR) diseases by leveraging existing community structures and integrating updated referral pathways into the Montserrado Emergency Preparedness and Response (EPR) Plan.

The InSITU program's objectives include: the revision and linking of the Montserrado County EPR plan to the InSITU site; revising and linking the Montserrado County infectious disease referral pathways to the InSITU site; and strengthening community engagement by supporting links between community structures, health facilities, and the InSITU site.

POSITION OVERVIEW

The Program Manager will be based at the IRC-Liberia country office in Monrovia. Under the supervision of the Deputy Director of Programs, the Program Manager will be responsible for:

Managing quality program implementation;
Providing technical assistance to the MCHT, MOH, and NPHIL;
Supporting the revision, dissemination, and training of health professionals on key technical guidance documents and job aides;
Coordinating simulation exercises for surveillance officers;
Establishing and coordinating experience sharing forums to improve reporting, outreach activities, and referral pathway processes; and engaging community-based organizations and leaders in program activities.
KEY RESPONSIBILITIES:

Coordination of InSITU program activities in Montserrado County

Provide leadership and technical support to all aspects of the InSITU program;
Assist the Deputy Director of Programs to ensure the proper management of grants, program activities, and human resources.
Maintain routine contact with health partners and community-based organizations, including the MCHT, District Health and Surveillance Officers, and other NGOs.
Compile and submit monthly program narrative reports to the Deputy Director of Programs (every 10th of the following month).
Ensure that all work is done in accordance with established protocols, guidelines, and best practices, and within ethical guidelines.
PROGRAM IMPLEMENTATION AND PLANNING

Lead all project cycle management processes, including the preparation and execution of monthly work plans.
Ensure that program goals and objectives are met on time, within budget, and ensuring high quality.
Ensure that program staff adhere to IRC policies and procedures.
Communicate program progress, constraints, needs identified, and any other programmatic matters to the Deputy Director of Programs.
Attend regular Health Pillar coordination meetings.
GRANTS MANAGEMENT AND COMPLIANCE

Work with the Deputy Director of Programs and other program staff to ensure reports are submitted to donors on time and that reports are coherent and accurate.
Participate in Grant Opening and Closing meetings, as well as monthly/regular grants management meetings which include representation from each unit (i.e., finance, programs, operations) and ensure proper follow-up of issues raised.
Monitor program implementation to ensure they are in accordance with donor and IRC internal requirements.
